<p>One in three appeals succeeds. That is a meaningful number. It means appeal is worth considering seriously when a refusal feels wrong or the reasons given are weak.</p>

<p>Appeals are more likely to succeed when the refusal reason is arguable on policy grounds, when similar applications nearby have been approved, or when the applicant can provide additional information that addresses the concern. They are less likely to succeed when the proposal is clearly contrary to adopted policy or significantly out of character with the surrounding area.</p>
